This code provides good practice advice for those involved in operating CCTV and other surveillance camera devices that view or record individuals, and covers other information that relates to individuals, for example vehicle registration marks captured by ANPR equipment. This code uses the terms ‘surveillance system(s)’, ‘CCTV’ and ‘information’ throughout for ease of reference.

This code of practice is issued by the Secretary of State under Sections 29 to 31 of the 2012 Act. It provides guidance on the appropriate and effective use of surveillance camera systems by relevant authorities. It is a significant step in the ongoing process of delivering the government’s commitment to the ‘further regulation of CCTV’ which it believes is a task that is best managed in gradual and incremental stages.
